South Africa today is one of the most sophisticated and promising emerging markets globally but its importance is being as such in the continent of Africa. The unique combination of a highly developed first-world economic infrastructure and a huge emergent market economy has given rise to a strong entrepreneurial and dynamic investment environment.

It is a young vibrant society, with the most rapidly growing middle-income group, emerging from the new democratic state into new business horizons. South Africa has almost 50 million residents. Some say that 25 million do not actively participate yet in the formal economy, which means poverty is still prevail. But compare to other countries in Africa and South America, South Africa has the best potential of pushing down the numbers of poor people – a phenomenon that already taking place in the last 15 years. MACRO ECONOMIC STABILITY

South Africa has achieved a level of macro-economic stability not seen in the country for 45 years. These advances create opportunities for real increases in expenditure on social services, and reduce the costs and risks for all investors, laying the foundation for increased investment and growth. The budget deficit decreased from 9.5% of GDP in 1993, to 1.5% in 2005. Total public-sector debt fell from over 60% of GDP in 1994 to barely 35% of GDP in 2005.

The global economic crisis of 2008/9 did hit South Africa but relatively to other countries in a much smaller scale, mainly due to 3 reasons –

• Banks and monetary policy, especially in the area of credit, were even before the “melt-down” conservative and strict. South African banks almost did not feel the crisis and just recently brought back the 100% home-loans, for affordable housing, in order to help the property market to recover.

• The phenomenon of the fastest growing middle-income group has not stopped and is constantly increasing the demand for real-estate and consumable products.

• South African economy is based mainly on natural resources. The mining industry has suffered a bit of a slowdown, but it will recover fast, once global economy start moving forward again.

South Africa has come out of its first recession in 17 years. The economy registered 0.9% growth for the third quarter of 2009, Statistics SA reports, warning however that long-term indicators remain negative and that the country faces a slow recovery."The seasonally adjusted real GDP at market prices for the third quarter of 2009 increased by an annualized 0.9% compared with the second quarter of 2009," Stats SA said in November 2009.

The revised gross domestic product (GDP) figure for the second quarter came in at -2.8% from an earlier -3%. Overall, the unadjusted real GDP at market prices for the first nine months of 2009 decreased by -1.8 percent compared with the first nine months of 2008.

מטרת הסקירה היא להציג בפני בעלי עניין, את האפשרויות הכלכליות האדירות הקיימות בדרום אפריקה ובאזור אפריקה הדרומית

סקירה כללית

מי שלא ביקר כאן, או עשה עסקים כאן, קשה לו לתאר לעצמו את גודל המשק והאופן שהוא מתעורר במהירות ב 15 השנים האחרונות – מאז סוף תקופת משטר האפרטהייד הנורא. באופן פרדוכסלי, גם הרבה אנשי עסקים מקומיים עדיין לא התעוררו למציאות החדשה ולכן ההזדמנויות הן בשפע

כתוצאה מפתיחת הגבולות לתנועת אנשים ומסחר מאז 1994, וכתוצאה מכניסה של עשרות מיליונים של שחורים, צבעונים והודים למעגל העסקי הלגיטימי ולא פחות חשוב מזה לאיוש רוב רובן של המשרות במגזר הציבורי, יש כאן את הגידול המהיר ביותר בעולם של מעמד הביניים – כמו שהוא מכונה כאן – The middle income group. מאפייניה – בני 25-35, [שזוכרים את האפרטהייד יותר כמורשת אבות וזיכרון ילדות, אבל זוכרים...], לכולם איזו שהיא השכלה מקצועית, מקצוע ומקום עבודה; המשמעות, רמת השתכרות טובה; חלקם בעלי השכלה אקדמית ובהרבה מאוד מקרים הם נשואים לבני זוג עם אותם מאפיינים. הם מתפקדים כמנהלי דרג נמוך ובינוני וחלקם אף בכירים יותר בשירות הציבורי, מנהלי וסגני מנהלי חנויות ברשתות הקמעונאיות הארציות הגדולות, פקידי בנקים וחברות ביטוח, מנהלי חשבונות, עורכי דין רבים, אדריכלים ומהנדסים, בעלי עסקים קטנים ולמעשה תמצאו אותם בכל מגזרי המשק. כמו בכל כלכלה בריאה, הם מהווים את עמוד השדרה ומספרם, כאמור למעלה, הולך וגדל במהירות – אם מ 1998 ועד 2006, הגידול של הקבוצה הזו, המסומנת בטבלה למטה כ Middle ו –High- Middle & High יותר מהכפילה את עצמה, הרי שבשלוש השנים האחרונות, ניתן להעריך לפי אינדיקציות שונות כי הם גדלו בשליש. יותר בוגרי מוסדות להשכלה גבוהה, יותר משרות נתפשות בידיהם בכל המגזרים, המון עידוד מוסדי לפתיחת עסקים קטנים ועוד.

נקודה חשובה לציון – מעמד הביניים גדל לא רק מהכוון של "העניים" אלא גם מהכוון של ה"עשירים" או ה"עשירים לשעבר". רוצה לומר, שמצבם של בני השכבה המבוססת, שמסורתית היו ועדיין הלבנים רוב בה, הולך בהדרגה ומתדרדר לעבר אותו אזור במנעד הכלכלי – משרות אינן באות בקלות [בלי מאמץ בכלל, יהיה נכון יותר לומר על תקופת האפרטהייד], הפרנסה קשה יותר והמצב הכלכלי בעולם אינו תורם לכך במיוחד. גם אם דור ההורים יכול עדיין לגור בבתי יקרים, הילדים – שגם הם בני 25-35 לצורך הדיון, כבר אינם יכולים להרשות לעצמם לגור באזור שההורים גרים ואם כן בודאי שלא באותם בתים גדולים ויקרים. כך, בהדרגה, הלבנים בני הדור החדש, מצטרפים לחבריהם בני גילם השחורים והתהליך הזה עוד יתעצם בשנים הקרובות, ככל שמשקעי האפרטהייד ישקעו לאיטם ויותר מבוגרים יהיו כבר תוצר של מערכת חינוך יותר אינטגרטיבית ונטולת אפליה גזעית. עם זאת יש לזכור, ששיעורם הכללי של הלבנים באוכלוסיה הוא קטן מאוד – אולי 10% ולכן מידת השפעתם גם היא הולכת בהדרגה וקטנה.

לקבוצת הביניים הזו, אני מקדיש את מיטב מאמצי בכל התחומים האפשריים – לרובם המוחלט אין בעלות על נכס מגורים ואם יש להם, הנכס כבר לא מתאים למעמד הכלכלי-חברתי החדש שלהם; לרובם מתפתחים הרגלי צריכה קמעונאיים מתוחכמים יותר – ההוצאה על קניית מוצרי צריכה, מותגים, בילוי, חופשות הולכת וגדלה כל הזמן בקצב יחסית מפתיע למצב הכלכלי הרעוע בדרך כלל בעולם כיום; לרובם מודעות הולכת וגדלה לנושאים של איכות הסביבה, אנרגיה חלופית, מחזור וכיוצא באלה שמשמעותם פתיחותם למוצרים חדשים היא גדולה משהייתה בעבר, ועוד תגדל ככל שהנושאים האלה מוצאים את ביטויים בתקשורת יותר ויותר. רובם צרכנים גדולים של אמצעי התקשורת ההמוניים, תקשורת סלולארית ואינטרנט, גם זה האחרון בעלייה תלולה מתמדת. הרבה מאוד מהם נושאים במשרות בכירות בלי מספיק ניסיון כדי לספק את הסחורה וזקוקים למערכות תמיכה מקצועיות ואישיות מצד בעלי ניסיון שזמינותם קטנה. קיצורו של דבר – הפוטנציאל לעסקים סביבם ואיתם הוא עצום.

שוק הנדלן

לצורך המסמך הזה אני מבקש להתרכז בשוק הנדלן. בתמצית – אני מתמקד בעבודתי ובהמלצותיי לכם בפרויקטים המשלבים בנייה למגורים, מסחר, תעשייה קלה ומשרדים – מה שמכונה כאן – Mixed use. השילוב הזה הוא כיום אבן יסוד לפיתוח עירוני בר-קיימא – כזה שמקצר קווי נסיעה למקום העבודה ולצריכת שירותים ועל ידי כך מסייע בו זמנית לאיכות הסביבה ולאיכות החיים של בני האדם. הצורך ליצור יותר ויותר עוגני תעסוקה וצריכה מעורבים עם מגורים למעמד הביניים עוד מתחזקת כאן על רקע פיגור עצום בכל מה שקשור בתחבורה ציבורית, נושא הדורש חיבור נפרד. [הדוגמא אולי הטובה ביותר לנגד עיני ברגע זה היא ההתפתחות של העיר נתניה סביב שני מרכזי התעסוקה שלה].

מצב שוק הנדלן עם זאת, בעת הזו, הוא קשה. הבנקים כמעט חדלו לחלוטין מלהעניק אשראי לקבלני בניין וגם משכנתאות לקונים הפוטנציאליים. נושא האשראי ראוי לדיון נפרד, אבל בתמצית זה המצב. ברובו הוא תוצאה של המשבר הכלכלי העולמי, אבל גם קודם הבנקים הדרום אפריקאיים היו שמרניים יותר מאחיהם במדינות המערב ובזכות זה יש לומר, פגיעת המשבר העולמי בכלכלת דרום-אפריקה קטנה ממה שהיא במדינות אחרות. כלומר, יש גם צד חיובי לשמרנות במקרה הזה.

באותה העת, ובשל אותן הסיבות, הרבה יזמי נדלן נתקעו עם פרויקטים על הנייר, בלי יכולת כספית לממשם. רבים קבלו אשראי בנקאי כדי לקנות את האדמות ולגייס את בעלי המקצוע לתהליך התכנון והשגת זכויות הבנייה ועכשיו הבנקים לוחצים עליהם עד מאוד כדי לצאת ולהחזיר את החובות – אבל אין מי שיקנה.

התוצאה היא שבשנתיים האחרונות – וזה נושא שבדקתי היטב עם גורמים מוסמכים ויודעי דבר במערכת הבנקאית – הביקוש לדיור "בינוני", אנו נקרא לו – כאן הוא מכונה – Gap Housing הולך וגדל באופן טבעי במהירות עצומה ואין מי שיענה עליו – הבונים אינם בונים, הקונים אינם קונים, הבנקים אינם מלווים והכול בעצם משותק – כולם מחכים לראות מי יעשה איזה שהוא צעד ראשון. אגב, אני אישית מאוד פעיל בלנסות ולחלץ את השוק הזה מקיפאון עם כמה רעיונות שאיתם אני נושא ונותן עם גורמים שונים כאן. השקעה מבחוץ היא אחת הדרכים לחלץ מן המבוי הסמוי ובאותה העת גם לעשות רווחים נאים.

מתוך העמדה הזו, אני קובע וממליץ לכל מי שיש לו עניין בהשקעות לטווח בינוני – כלומר 3-5 שנים, לבוא לכאן ולהיות לפני "הגל" ולא אחריו. השקעות כאלה יכולות להיות בתחום הדיור למעמד הבינוני – שעליו התעכבתי בהרחבת מה, ומי שמוכן להשקיע יותר, ישקיע בכמה פרויקטים למעמד הגבוה, כי ברגע שהשוק ייחלץ עם מעמד הביניים, גם השוק האחר יתעורר במהירות ומי שיהיה מוכן עם פרויקטים להציע, יצליח בגדול.

השקעה באמצעות חברת השקעות גדולה – זוהי דרך מוכרת היטב וכרוכה בהעברת כסף למאגר משאבים גדול העוסק בהשקעת הכסף עבורכם. בדרך הזו המעורבות של המשקיעים בפרויקטים היא מינימאלית, אם בכלל, אבל ייתכן וחברה גדולה תבטיח להם תשואה מינימאלית על ההשקעה. מבחינות רבות זה משול לקניית מניות בבורסה של יוהנסבורג באמצעות ברוקר ואני הרבה לא יכול לסייע מלבד בעצה טובה.

השקעה בפרויקטים יחידים – זה מה שאני עושה באופן שוטף עם לקוחותיי, אני מציף ומציג הזדמנויות השקעה כדאיות, אחת לאחת. כל פרויקט עם המאפיינים שלו, הן הכספיים והן הלוגיסטיים, בדרך למימושו. דרך כזו היא מאוד ממוקדת פרויקט, ואני מנהל את ההשקעות האלה עבורם.

יצירת שותפות אסטרטגית JV [Joint ventures] – קבוצת משקיעי החוץ, יוצרת שותפות עם חברת פיתוח מקומית, כזאת שיש לה את היכולת, הניסיון, היציבות הכספית והנכסים המתאימים לפיתוח. ברור שיש תהליך של בדיקה הדדית, וייתכן שזה לוקח יותר זמן, אבל מהרגע שמתחילים לעבוד יחד ומתחילים להכיר זה בערכו של זה, נוצר אימון וניתן אז לגדול לכל כיוון, כשהשמיים הם הגבול. אני עובד עם כמה חברות כאלה, מאוד דינמיות, יצירתיות ואוהבות JVs . הן מבטיחות למשקיעים החזר מינימאלי על ההשקעה שהוא תמיד מעבר לריבית על הלוואת הבעלים למיזם המשותף. התקשרות עם חברה כזו תעניק למשקיעים מנוף כלכלי אדיר, תשתית מקצועית ולוגיסטית ובסיס יציב בתוך לב ליבה של העשייה כאן, בלי צורך להקים מיזם כלכלי משלכם, בלי להיבלע במלתעותיה של חברה ענקית ואולי גם בלי הפיזור שכרוך בעבודה על פרויקטים בודדים. בכל מקרה, גם במסגרת של JV, ההחלטה באיזה פרויקט משקיעים, כמה ואיך, נשארת בידי המשקיעים [בניגוד להשקעה בקונצרן ענק שלא שואל אותם היכן להשקיע את הכסף שלהם]. במקרה כזה אני מסייע להתקשרות בין הצדדים, מייצג את המשקיעים במסגרת המיזם המשותף ושומר על האינטרסים שלהם
